This is not the first time a security car with the dog in the back was stolen.
I have heard of a similar incident few years back.
Why would a K9 guard get out of his car to confront any one and NOT take his dog with him is beyond me.

Given that a dog is a force multiplier, and affords the guard tactical advantage, it can only put down to poor operational proceedure and lack of standard operating proceedure within the individual business that this incident occurred.
It is easy to judge, we were not there, however I know my GF would be very angry if I were in that position and lost my dog....concerned for the dog, concerned for me, but angry at me that I took a large risk that I did not have to.
It does seem like quite a silly thing to do. Instead of immediately stopping the car he should of driven down the road and pulled over where he would of had time to get out of the car and collect his dog.
