Avoidance and nervousness in service/police dogs.

I have a very strong opinion on this and would like any feedback/comments. Maybe I am wrong!!!

Is it acceptable to have operational police service dogs that show avoidance and or obvious nervousness in walking on shiny floors like in shopping centres, walking over stairs or pedestrian overpasses such as those over railway stations or entering dark rooms or residential houses/buildings at night, refusal to walk into a lift/elevator.

Maybe to help the discussion if you could mention where in the world you are as I am sure the expectations would vary and what type of service dog work etc you perform would also help the comparison of opinions

Would be ok if you live in the bush and you do not work nightshifts, but would not for me or the majority of the PD handlers, I guess.
