I live in Sunbury, and find the wetlands at Emu Bottom is excellent. I train every morning (early) in isolation. There are several paddocks to chose from offerring various distractions:
livestock in adjoining fields, marshes, mown paddocks, long grass, roos, rabbits. Then at around 7am, you'll get joggers, other dog walkers etc, its offleash.
If you think this venue is near enough, perhaps we could arrange a meet up, id be happy to offer my pup as a distraction. He's safe and socialised 14 month old GSD clutz.
I joined the GSD Club of Victoria. At Keilor park. They have what Sheila Booth describes as Cadaver Obedience classes. Where the only reason you know the dog is not dead, is that it is moving.
Ive turned to training in drive as a fabulous alternative!
