I would even go one step back and say that all dogs have fear in the even the brave ones.

If you look at a seven week old pup as this is where they start.
The first instinct is the survival and self preservation, after all you don't see a seven week old pup challenging an dominant male for breeding and territorial right.

Then through some months and in some cases year or two careful nurturing and development the puppy will grow in strength and self confidence.

And only when they reach maturity and that can differ between breeds and also within a breed between individuals do we see the full potential of that dog.
